To propose that the National Assembly for Wales:

 

1. Notes that:

 

a) women have made a huge contribution to the working life of Wales and continue to be a vital part of the Welsh economy;

 

b) it is nearly 100 years since women got the vote and nearly 40 years since the Equal Pay Act;

 

c) the Welsh Government has an important part to play in ensuring that there is not institutional discrimination present in the workplace.

 

2. Calls on the Welsh Government not to award any procurement contracts or Welsh Government grant monies to any company that does not have any female directors on their board.

Committees

4.1

Agreeing the membership of an Assembly Committee

Minutes:

Business Committee considered issues with regards to agreeing the membership of the Assembly Committee to consider the protection of children from battery inflicted on grounds of reasonable punishment.

 

Business Managers agreed in principle to table a motion under Standing Order 17.3 to establish the membership of the Committee. By means of weighted voting in accordance with Standing Order 11.5(ii), Business Managers voted in favour of a membership comprising of 2 Labour Members and a representative of each of the other party groups, and for the Committee to be chaired by a Labour Member. Labour and the Welsh Liberal Democrats voted in favour of the committee membership, while the Welsh Conservatives and Plaid Cymru voted against.

 

However, by means of weighted voting in accordance with Standing Order 11.5(iv), Business Managers voted against scheduling a debate on the motion. Labour and the Welsh Liberal Democrats voted in favour of scheduling a debate on the motion, while the Welsh Conservatives and Plaid Cymru voted against.

5.1

Christmas Recess Tabling Arrangements

Minutes:

Business Committee approved the proposed tabling arrangements for the Christmas recess period.

Any Other Business

The Minister informed the Business Committee that although it is not on the Business Statement yet, the Welsh Government will be scheduling a debate on the Council Tax Reduction Schemes (Prescribed Requirements and Default Scheme) (Wales) (Amendment) Regulations 2015 on 20th January 2015.  As there will be a shorter period than usual available to scrutinise the Regulations, the Minister for Public Services has written to Constitutional and Legislative Affairs Committee (CLAC) and has had a response.  The debate will be added to the Business Statement for next week’s meeting, once the Minister is able to share a draft of the Regulations with CLAC.
