propose that the National Assembly for Wales: 1.
Notes the importance of a high standard of education for pupils in Wales, in
order to increase their competitiveness both nationally and globally; 2.
Believes that the Welsh Government has taken too long to develop measures to
raise school standards in Wales; 3.
Believes that regional consortia are not as effective as they need to be in
helping school improvement; and 4.
Believes that the Welsh Government's modern foreign language policy of creating
centres of excellence is insufficient to address the need to raise standards of
modern foreign language provision in schools in Wales. The following amendments

the Welsh Government's approach to school improvement has been confused,

take the lead on professional development and on improving education standards;

Calls for the raising of the professional standards of the education workforce
by making teaching a Master's level profession and improving continual
professional development for the whole workforce; and 3.
Calls for the devolution of teachers' pay and conditions to Wales. The following amendments

that a professional registration body can help with the continuous improvement
of education staff and students and calls on the Welsh Government to ensure

point 2, delete all after 'and' and replace with: 'calls for better access to
